SENATE BILL 1503 - Summary

• Repeals section 41-3025.07 and establishes July 1, 2030 as the termination date for the school facilities oversight board.

• Board and related statutes in title 41, chapter 56 are repealed on January 1, 2031 only if all outstanding state school facilities revenue bonds, school improvement revenue bonds, and lease-to-own transactions are retired or the legislature has otherwise provided for their payment.

• If outstanding bonds or lease-to-own transactions remain after January 1, 2031, repeal occurs 30 days after retirement of all remaining obligations.

• Amends section 41-5702 to require board employees to annually disclose in writing any interests in contracts, sales, purchases, services or transactions involving the board, division, or school districts.

• Specifies reporting requirements must be submitted electronically rather than in paper form for annual and quarterly reports to legislative committees and state officials.
