Amends section 15-214, Arizona Revised Statutes, to update rules requiring the state board of education to promote braille literacy for blind pupils.

Requires certified teachers of blind and visually impaired pupils to demonstrate competence in braille by successfully completing either a national certification in unified English braille examination or a comparable braille test developed in a university-level teacher preparation program.

Mandates individualized braille literacy assessments for blind pupils and specifies that individualized education programs must document braille assessment results, implementation methods, instruction timeline, competency goals, required materials, and rationale if braille is not provided.

Requires all textbook publishers to furnish the department of education with electronic versions of textbooks in standard formats from which braille versions can be produced.

Establishes an implementation timeline allowing the state board of education to delay enforcing braille competency requirements for teachers who completed university-level or bachelor's degree programs before July 2016 until January 1, 2028.
