Requires the Department of Administration to collect from each budget unit a list of vacant full-time equivalent positions that have been vacant for at least 150 days and include this information in the annual October 1st report to the joint legislative budget committee and governor's office.

Mandates that each budget unit eliminate any positions that have been vacant for more than 150 days each fiscal year, with the budget unit's allocated full-time equivalent positions adjusted accordingly.

Exempts the State Department of Corrections, Department of Public Safety, Arizona Board of Regents, universities under the Board of Regents' jurisdiction, and community college districts from the position elimination requirement.

Defines "budget unit" as any department, commission, board, institution or agency of the state that receives, spends, or disburses state monies or incurs state obligations.
