Requires guardians of wards in assisted living facilities to conduct weekly in-person visits, document visits by video recording, and provide copies to the ward's adult children.

Prohibits guardians from restricting a ward's contact with siblings unless a court finds such contact is not in the ward's best interest and issues a restricting order.

Clarifies that guardians must encourage contact between wards and persons with significant relationships, and establishes procedures for petitioning the court to compel contact if guardians unreasonably restrict it.

Adds provision allowing courts to remove guardians or order them to pay reasonable attorney fees if found to have unreasonably denied contact between a ward and persons with significant relationships.
