Amends section 28-2156 to add a definition of "off-highway vehicle" requiring vehicles to be no more than 80 inches wide with an unladen weight not exceeding 2,500 pounds, have four or more non-highway tires, a steering wheel, rollover protective structure, and occupant retention system.

Allows nonresidents who own off-highway vehicles titled in another state to obtain temporary general use registration without the one-per-twelve-month limitation that applies to other registrants.

Extends the repeal date of the Arizona off-highway vehicle study committee from May 31, 2025 to May 31, 2027, with the committee continuing to collect information and submit annual reports on off-highway vehicle issues.

Makes changes to temporary general use registration procedures, including clarifying that applicants must comply with mandatory motor vehicle insurance requirements and properly display registration so it is visible from outside the vehicle.
