Allows owners of irrigation grandfathered rights in subsequent active management areas to sell, transfer, or lease the associated water duty from acres they choose not to irrigate.

Permits recipients of transferred or leased water duty to use it anywhere in the subsequent active management area for irrigation purposes and to further convey it.

Allows original owners to retain and use the full associated water duty on non-irrigated acres anywhere on their farm unit if they do not sell or lease it.

Requires owners proposing to use, sell, transfer, or lease irrigation grandfathered rights to notify the Arizona Department of Water Resources on a prescribed form detailing acres, irrigation plans, and conveyance terms.

Directs the director to adopt rules, including flexibility accounts or similar accounting methods, to implement the portability provisions.
