Amends section 45-411.01 of the Arizona Revised Statutes relating to groundwater exemptions in the Phoenix active management area.

Adds new subsection H requiring the director to determine that withdrawal of up to 10,000 acre-feet of groundwater from wells in the exempt area by a municipal provider for demonstrating assured water supply is consistent with Phoenix management goals and not excess water through December 31, 2034.

Requires the director to determine such groundwater withdrawal is sufficient to continuously satisfy a city or town's proposed water needs for at least 100 years as prescribed in section 45-576.

Applies retroactively to December 31, 1988.
