SB1529 Summary

• Requires municipalities to establish standard preapproved housing design plans with at least three elevation options each for single-family homes (800-2,000 sq ft), duplexes (400-1,000 sq ft per unit), triplexes (400-1,000 sq ft per unit), and accessory dwelling units (200, 600, or 1,000 sq ft), with implementation deadlines between July 1, 2026 and January 1, 2027.

• Allows municipalities to create a preapproved housing design plan program accepting submissions from any person or entity, with administrative approval or denial without discretionary review and the same fees as standard applications.

• Requires municipalities to post preapproved plans on their official websites with applicant contact information and remove plans within 30 days upon applicant request.

• Permits municipalities to require indemnification agreements from users of standard preapproved housing design plans.

• Amends annexation law to require county board of supervisors approval to prevent a city or town from annexing territory that would completely surround remaining unincorporated land, unless the board finds the annexation will not adversely impact county services.
