Transfers responsibility for preparing ballot measure descriptive titles from the Attorney General to the Legislative Council for state measures.

Gives city, town, and county clerks and attorneys authority to prepare descriptive titles for local ballot measures instead of the Attorney General.

Requires descriptive titles to include "yes" and "no" vote effect statements not exceeding 50 words, prepared by the Legislative Council or appropriate local officials.

Mandates posting of ballot language on the Secretary of State's website after preparation by the Legislative Council or local authorities and before ballots are printed.
