Prohibits homeowner associations in condominiums and planned communities from banning lighted home address devices that display house numbers, flash during emergencies, are visible from the street, and have low-light adjustment settings.

Allows associations to adopt reasonable placement rules for these devices provided such rules do not prevent installation, impair functioning, restrict use, or adversely affect cost or efficiency.

Requires devices to comply with municipal lighting ordinances and allows associations to apply reasonable lighting restrictions.

Awards reasonable attorney fees and costs to any party who substantially prevails in court against an association board for violating these provisions.
