Amends Arizona Revised Statutes section 9-821.01 regarding municipal elections to establish that election conduct is a matter of statewide legislative concern.

Prohibits cities and towns from displaying any indication on ballots of the source of a candidate's candidacy or support.

Restricts primary election voting to qualified electors of the specific district, ward, precinct, or geographic designation for which the council member candidate is running.

Allows cities and towns to adopt ordinances enabling candidates for mayor or city council who receive a majority of votes at the primary election to be declared elected without requiring a general election.

Establishes procedures for determining majority vote requirements, handling tied votes, and advancing candidates to general or runoff elections when no candidate achieves a majority at the primary.
