Amends Arizona Revised Statutes section 40-360 to include "non-thermal" electric generating units in the definition of "plant" subject to power plant and transmission line siting committee review.

Changes the minimum nameplate rating threshold for plants from "one hundred megawatts" to "two hundred megawatts or more" to qualify for siting committee jurisdiction.

Applies the certificate of environmental compatibility requirement to both thermal and non-thermal electric, nuclear, or hydroelectric generating units meeting the two hundred megawatt threshold.

Maintains existing exemptions for plants where expenditures or financial commitments exceeding $50,000 were made before August 13, 1971.
