Requires agricultural improvement districts to mail a notice 90 days before elections stating that eligible voters will receive mail-in ballots.

Mandates mailing mail-in ballots with affidavits and prepaid return envelopes to all eligible voters in the district, with instructions for completion and obtaining replacement ballots.

Allows ballots to be requested in person, by mail, telephone, internet, or other electronic means, and to be voted at on-site early voting locations open until 7:00 p.m. on election day.

Permits ballots to be returned by mail (must be received by 7:00 p.m. on election day) or in person at the secretary's office and other board-designated locations.

Elections conducted under these mail ballot provisions are exempt from state election code provisions in title 16, chapter 4, article 8.1.
