Establishes a community land trusts study committee consisting of six members: one each appointed by the House speaker, Senate president, House minority leader, and Senate minority leader, plus two additional members (one community land trust practitioner and one higher education representative) appointed by the four legislative appointees.

Committee members shall elect a chairperson and vice chairperson from among their membership and are ineligible to receive expense reimbursement under Arizona law.

Study committee shall examine economic and developmental barriers to establishing community land trusts and identify potential solutions to these barriers.

Committee must submit a report by December 31, 2025 to the governor, Senate president, House speaker, and secretary of state detailing its activities and recommendations for addressing barriers to community land trust development.

Study committee is repealed effective June 20, 2026.
