Amends Arizona Revised Statutes section 28-337 regarding high occupancy vehicle (HOV) lane operations and restrictions.

Requires the Department of Transportation to monitor the impact of single occupancy vehicles authorized under sections 28-2416 and 28-2416.01 on HOV lane operation.

Establishes a priority system for HOV lane use when lanes become degraded, prioritizing: passenger vehicles with 2+ occupants, public transit buses, buses with 2+ occupants, motorcycles, alternative fuel vehicles, and low emission/energy efficient vehicles.

Defines a degraded HOV lane as one where vehicles fail to maintain 45 miles per hour or greater 90 percent of the time over a consecutive 180-day period during weekday morning and evening peak-hour periods.

Makes technical corrections to statutory language, including changing "per cent" to "percent" and "peak hour" to "peak-hour".
