Establishes a water technology study committee consisting of 6 legislators (3 senators and 3 representatives), representatives from state water and commerce agencies, a state university researcher, and a municipal water users association representative.

Designates one senator and one representative as cochairpersons, with only the 6 legislative members having voting authority.

Directs the committee to research water conservation technology applications in commercial and industrial properties, review other states' initiatives, evaluate existing and emerging water-saving technologies, and examine the relationship between sustainable water technologies and water-energy efficiency.

Requires the committee to submit a report with findings and recommendations to the president of the senate, speaker of the house, and secretary of state by December 31, 2026.

Repeals the committee effective December 31, 2026.
