Amends section 19-101.01 to declare that the legislature intends constitutional and statutory requirements for referendums be strictly construed and that the Secretary of State may enforce strict compliance with referendum requirements.

Amends section 19-111 to require applications for initiative and referendum petitions to be complete and correct, with the Secretary of State rejecting incomplete applications and providing written rejection statements within two business days.

Defines "complete and correct application" to mean an application that contains all required information, includes a description not exceeding 200 words, and is in the most recent form prescribed by the Secretary of State.

Maintains existing requirements that applicants file a statement of organization along with their petition application, which the Secretary of State must receive before accepting the application.
