Prohibits peace officers from using race or ethnicity as the sole factor in determining probable cause for arrest or investigatory stops of motor vehicles.

Requires all peace officers to record motor vehicle stop information beginning January 1, 2026, including the number of stops, race/ethnicity of persons stopped (based on officer observation), nature of violations, and resulting warnings, citations, arrests, or searches.

Mandates law enforcement agencies submit annual summary reports of recorded motor vehicle stop data to the Arizona Peace Officer Standards and Training Board by October 1, 2026 and each year thereafter.

Requires peace officers, prosecutors, defense attorneys, and probation officers to report incidents of racial profiling to the board within 30 days of becoming aware of them.

Directs the board to conduct annual reviews and analyses of motor vehicle stops and racial profiling allegations, make recommendations to agencies, and report findings annually to the Governor and Legislature.
