Establishes presumption of validity for mental health care powers of attorney at inpatient behavioral health facilities if the document is either notarized, witnessed (by someone other than the agent), or completed using the Attorney General's official form.

Requires inpatient behavioral health facility staff members to complete annual training on mental health care power of attorney requirements, beginning October 1, 2026.

Directs the Attorney General's office to develop the annual training curriculum for facility staff.
