Establishes a study committee on coal impacted communities consisting of 9 members including state legislators, nonprofit representatives, Navajo Nation economic development representative, and a university representative.

Committee must investigate and analyze social and economic effects on communities reliant on the coal industry, particularly those experiencing job losses from the transition away from coal power generation, and develop strategies for economic diversification.

Committee is required to submit a report of findings and recommendations to the governor, president of the senate, and speaker of the house by December 31, 2025.

Appropriates $600,000 from the state general fund in fiscal year 2025-2026 to the office of economic opportunity to conduct a workforce development study on Coconino county communities impacted by the Navajo generating station closure.

Committee is repealed on September 30, 2026, and the appropriation is exempt from lapsing provisions.
