Declares legislative intent that appropriations made by Laws 2023, chapter 133, section 20 for Tohono O'odham Community College and San Carlos Apache College remedial education be considered ongoing funding in future years.

Appropriates $4,000,000 from the state general fund in fiscal year 2025-2026 to the department of administration for tribal college remedial education ($2,000,000 to Navajo Technical University and $2,000,000 to Diné College).

Requires Navajo Technical University board of regents to submit a report by October 15, 2026 detailing course completion rates for students who received remedial education during the 2025-2026 academic year.

Declares that the $4,000,000 appropriation is intended to be considered ongoing funding in future years.
