Requires legislative, county, city, and town candidate committees to file annual reports in non-election years by January 15, quarterly reports during election years, and postprimary reports within fifteen days after the primary election.

Eliminates the previous twelve-month and forty-eight-month reporting windows, replacing them with calendar-based reporting periods tied to election cycles.
