Amends Laws 2023, chapter 133, section 118 to redirect $15,300,000 from a nonprofit volunteer organization operating a rodeo at the Yavapai County Fairgrounds to the City of Prescott for renovating and repairing the rodeo grounds owned by the city.

Amends Laws 2024, chapter 209, section 119 to change the recipient of the appropriation from a nonprofit volunteer organization to the City of Prescott and maintain the exemption from lapsing of appropriations.

Provides that if a court rules the appropriated monies cannot be distributed to the City of Prescott, the funds shall revert to the state general fund within 60 days of final judgment.
