Requires each health profession regulatory board to contract with private sector entities to perform administrative functions including accepting applications, reviewing completeness, communicating with applicants, and processing application fees.

Allows contracted private sector entities to charge applicants reasonable service fees that the entities retain, which are not considered state monies.

Prohibits delegation of core board functions including criminal background checks, complaint investigations, disciplinary actions, rule adoption, and final approval/denial decisions, which remain solely with the board.

Mandates that boards establish performance standards and oversight measures to ensure contracted entities comply with state laws and regulations.

Requires any board that has not executed a contract by September 1, 2026 to submit a report to legislative and executive leadership explaining the reasons for non-compliance and their plan for future compliance.
