Establishes a two-tiered fee structure for concealed weapons permits where nonresidents pay a full fee determined by the director and residents pay a fee that is 10 percent of the nonresident fee.

Applies the same two-tiered fee structure to permit renewal applications.

Directs the director of the Department of Public Safety to adopt rules implementing the new fee structure for concealed weapons permits.

Maintains all other existing requirements for concealed weapons permit applications, including qualification checks, training/competence demonstrations, and the five-year permit validity period.
