Repeals Arizona Revised Statutes section 34-321 entirely.

Removes the definition of "neutrality agreement" from section 34-321 that was previously referenced in section 40-360.06.

Adds a new definition of "neutrality agreement" to section 40-360.06 that includes agreements to remain neutral toward labor organizations, release private employee information beyond federal requirements, allow expanded property access, and recognize labor organizations without secret ballot elections.

Prohibits the Arizona Corporation Commission from requiring contractors, subcontractors, material suppliers, or other persons engaged in construction projects to negotiate or become parties to project labor agreements, neutrality agreements, apprenticeship agreements, or other labor agreements as a condition of project approval.
