Increases the presumptive sentence for second degree murder from 16 calendar years to 20 calendar years, with a minimum of 10 years and maximum of 25 years.

Increases the presumptive sentence for second degree murder with prior convictions of second degree murder or class 2-3 felonies involving dangerous offenses from 20 calendar years to 25 calendar years, with a minimum of 15 years and maximum of 29 years.

Allows presumptive sentences to be mitigated or aggravated pursuant to existing sentencing guidelines in section 13-701.

Applies to convictions under section 13-1104, except in cases governed by sections 13-705 or 13-706.
