Amends Arizona Revised Statutes section 45-576 to expand the definition of land requiring assured water supply certificates to include "one or more lots, parcels or fractional interests in land" rather than just subdivided lands as defined in section 32-2101.

Removes the requirement that lease terms be considered when determining if a property must obtain assured water supply documentation before being offered for sale or lease.

Extends assured water supply requirements to properties that do not require plat approval by requiring a certificate or written water service commitment before a building permit can be approved.

Clarifies that persons previously granted type A certificates of assured water supply for land are exempt from reapplication if the certificate remains valid, the plat unchanged, water service is currently available, and required fees have been paid.

Directs the director to study and report by December 31, 2023, on whether persons seeking building permits for six or more residences should be required to obtain assured water supply certificates before permit approval.
