Establishes patients' rights to receive health care services from health professionals in Arizona by adding a new chapter to Title 1, Arizona Revised Statutes.

Requires health professionals to act only in the patient's best interest and to do no harm.

Mandates that all medical decisions, proposed diagnostic or therapeutic procedures, or courses of action require informed consent from the patient, except in emergency situations.

Defines "health professional" according to section 32-3201 and "patient" as a human being.
