Establishes America250 specialty license plates contingent on a $32,000 implementation fee paid to the Department of Transportation by December 31, 2025.

Sets a $25 fee for America250 plates, with $8 designated as a special plate administration fee deposited to the state highway fund and $17 as an annual donation to a new America250 special plate fund.

Creates the America250 special plate fund, with the first $32,000 reimbursing the entity that paid the implementation fee, up to 10% annually used for fund administration, and remaining monies allocated monthly to the Arizona America250 Commission through December 31, 2026, then annually to the state library fund thereafter.

Allows the director to permit America250 plates to be combined with personalized special plates, subject to applicable fees for each type.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, 28-6993, and 41-151.06 to incorporate America250 plates into existing special plate statutory provisions.
