Amends Arizona Revised Statutes section 36-425.06 to regulate secure behavioral health residential facilities that provide 24-hour treatment and supervision for seriously mentally ill persons placed by court order.

Facilities must be licensed by the department and limited to 16 beds maximum, serving only patients committed under section 36-550.09 or section 13-4521 court orders.

Establishes separation requirement: patients committed under section 36-550.09 cannot be treated in the same facility as patients committed under section 13-4521.

Requires the Arizona Health Care Cost Containment System Administration director to submit an annual report by September 1 to the governor, legislature, and supreme court detailing facility funding and available bed counts.

Defines "secure" as premises that limit patient egress in the least restrictive manner consistent with the patient's court-ordered treatment plan.
