Amends Arizona Revised Statutes sections 36-2201 and 36-2233 to add definitions and exemptions related to hospital interfacility transport services.

Adds new definitions including "direct owner" (person with 51% or more ownership interest in a hospital), "indirect owner" (person with 51% or more interest in a direct owner), "hospital," and "interfacility transport" (ambulance transport between health care institutions).

Exempts ambulance services owned or operated by direct owners or indirect owners of hospitals from needing a certificate of necessity for interfacility transports in counties with populations less than one million.

Requires that all department rules relating to interfacility transportation apply to hospital-owned or hospital-operated ambulance services providing interfacility transport.

Updates ambulance attendant definition to include professional nurses licensed under title 32, chapter 15 whose primary responsibility is patient care during interfacility transport.
