Removes the Arizona Health Care Cost Containment System (AHCCCS) exemption from procurement code requirements in Section 36-2988, making it subject to standard state procurement procedures.

Requires companies responding to requests for proposals to disclose any donations or things of value provided by the company, its officers, directors, or family members to the governor, governor-related entities, or organizations that supported the governor's election during the preceding five years.

Prohibits state agencies and employees from destroying notes taken during evaluation of companies responding to requests for proposals; contracts related to destroyed notes may be resolicited.

Applies the same donation disclosure requirement to companies applying for grants, requiring disclosure of contributions to the governor or governor-related entities during the preceding five years.
