Amends Arizona Revised Statutes section 13-3401 to modify the definition of narcotic drugs by adding Butonitazene and removing Cannabis from the narcotic drugs list.

Adds multiple new synthetic opioids to the narcotic drugs definition, including Flunitazene, Isophenidine, Isotonitazene, Metodesnitazene, Metonitazene, Etodesnitazene, Etonitazepyne, and Protonitazene.

Expands the fentanyl mimetic substances definition to capture new synthetic derivatives through broader chemical substitution parameters.

Cannabis is reclassified from narcotic drugs to maintain consistency with Arizona's existing cannabis regulatory framework.

Effective upon governor approval, filed with Secretary of State on May 12, 2025.
