Creates youth charity special plates that require a $32,000 implementation fee paid to the Department of Transportation by December 31, 2025, with design and color subject to department approval.

Establishes a $25 annual fee for youth charity special plates, with $8 designated as a special plate administration fee deposited to the state highway fund and $17 as an annual donation to a new youth charity special plate fund.

Directs the first $32,000 collected in the youth charity special plate fund to reimburse the entity that paid the implementation fee, with remaining monies allocated annually to qualified 501(c)(3) organizations headquartered in Arizona that support youth programs.

Allows the $25 youth charity special plate fee to be combined with personalized special plate requests, subject to additional personalized plate fees.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to incorporate the youth charity special plates into existing special plate statutory provisions.
