Establishes Hopi Tribe special license plates contingent on receipt of $32,000 funding by December 31, 2025 to cover implementation costs.

Designates $8 of the $25 special plate fee as an administration fee deposited to the state highway fund, with the remaining $17 annually donated to the Hopi tribal Department of Public Safety and Emergency Services.

Restricts Hopi Tribe donations to road maintenance and traffic control devices on Hopi tribal reservation highways that are not state highways.

Allows Hopi Tribe special plates to be combined with personalized plates if approved by the director, with additional personalized plate fees required.

Updates Arizona Revised Statutes sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to reflect special plate administration fees and donation treatment.
