Requires charter schools, governing bodies, sponsors, and management organizations to comply with open meeting requirements (title 38, chapter 3, article 3.1) and public records requirements (title 39, chapter 1), with notices, agendas, minutes, and records prominently posted on school and state board websites.

Prohibits charter school sponsors from contracting with for-profit organizations to establish charter schools beginning January 1, 2026.

Establishes new governance requirements including charter holder governing boards with at least three members, restrictions on immediate family members serving simultaneously, and prohibitions on related party transactions without disinterested board member approval.

Requires charter schools to conduct independent annual audits by state-approved auditors following a standard format with detailed asset, liability, revenue, and expenditure information, and mandates posting of governance, financial, and operational data on sponsor websites.

Creates procurement compliance requirements for charter schools including public bidding for purchases over $50,000, restrictions on purchasing from board members or their relatives without disinterested approval, and annual compliance reviews as part of school audits.
