Changes empowerment scholarship account fund transfers from quarterly to monthly distributions to qualified students.

Allows the department to establish alternative transfer schedules beyond monthly intervals if determined necessary to operate the program.

Makes clarifying language changes regarding school enrollment and account management procedures.
