Requires the Arizona Department of Education to post a notice on its website and include in each application packet outlining all legal rights that qualified students and parents waive by enrolling in the Arizona Empowerment Scholarship Accounts (ESA) program.

Mandates the department furnish this waiver notice to applicants at the same time the department issues award letters to eligible applicants.

Requires the state board of education to post information about the appeals process for ESA administrative decisions in the same location as the policy handbook on the department's website.

Applies to the Arizona Empowerment Scholarship Accounts program established under section 15-2403, Arizona Revised Statutes, which allows eligible students to receive state funding for approved educational expenses outside traditional public schools.
