Requires qualified schools receiving Arizona Empowerment Scholarship Account (ESA) funds to notify parents of prospective students with disabilities, in writing before tuition payment, of the special education services and educational therapies the school will provide.

Mandates qualified schools provide all accommodations and services required under a student's individualized education program (IEP) or Section 504 plan, unless the parent or student provides written waiver of those services.

Allows students to transfer out of a qualified school and receive a refund for unused tuition if the school fails to provide required accommodations and services and does not obtain a written waiver.

Clarifies that students who previously qualified for an ESA remain eligible to renew until they finish high school, regardless of changes to their multidisciplinary evaluation team plan.
