Requires all public schools to adopt policies by the 2030-2031 school year establishing maximum class sizes of 21 (K-3), 27 (4-8), 30 (9-12), and 25 (career technical education) and average class sizes of 18, 22, 25, and 20 respectively.

Schools may exceed average class sizes if individual classes remain within maximum limits and can seek waivers from the superintendent of public instruction for average class size exceptions.

Prohibits use of split-grade classes to circumvent class size limits, though multi-aged classes are permitted.

Appropriates $200 million in fiscal year 2025-2026, increasing to $400 million (2026-2027), $600 million (2027-2028), and $800 million (2028-2029) to the classroom site fund for class size reduction implementation.

Beginning fiscal year 2029-2030 and thereafter, appropriates $1 billion annually from the state general fund to the classroom site fund for class size reduction and authorized educational expenses.
