Amends section 15-808 to clarify that full-day kindergarten programs must meet at least 712 hours during the school year, separate from half-day kindergarten programs that meet at least 346 hours.

Modifies section 15-901 to revise the definition of "full-time student" for common schools to include students enrolled in either a half-day or full-day kindergarten program, with different hourly requirements for each option.

Changes the eligibility age requirement for kindergarten full-time students from at least six years of age before January 1 to at least five years of age before September 1.

Updates average daily membership (ADM) calculations to account for full-day kindergarten students separately from half-day kindergarten students in funding computations.

Makes conforming changes to the definition of "fractional student" to reflect the distinction between half-day and full-day kindergarten programs in state funding formulas.
