Adds a new subsection (paragraph 17) to animal cruelty law making it a class 1 misdemeanor to intentionally, knowingly, or recklessly fail to provide medical attention necessary to prevent unreasonable suffering to any domestic animal under the person's custody or control.

Expands the definition of "cruel neglect" to include specific shelter requirements for outdoor dogs, including natural or artificial cover, adequate size and repair, and conditions that minimize disease and parasites.

Expands the definition of "domestic animal" to include birds, reptiles, and amphibians in addition to mammals.

Makes failure to provide medical attention to prevent unreasonable suffering punishable as a class 1 misdemeanor, consistent with other animal cruelty violations.

Titles the act "Jerry's Law."
