Adds the definition of "tribal student" to section 15-901 to clarify that pupils identifying as American Indian or Alaskan Native in their enrollment information qualify for this funding designation.

Expands the Group B educational improvements category to explicitly include tribal students alongside existing populations such as English learners, students eligible for free/reduced-price lunches, and students with disabilities.
