Amends Arizona Revised Statutes section 46-219 to modify eligibility requirements for Supplemental Nutrition Assistance Program (SNAP) benefits for individuals convicted of drug-related felonies after August 22, 1996.

Removes the requirement that individuals must be in substance abuse treatment or meet other specific treatment conditions, replacing it with a single requirement that applicants be in compliance with all terms of probation, including any drug testing requirements.

Eliminates the provision requiring individuals to agree to random drug testing as a condition of SNAP eligibility.

Removes the subsection requiring the Department to adopt rules for more frequent drug testing for offenses occurring within 24 months of application.
