Modifies mandatory wage deductions for prisoners earning at or above minimum wage, with court-ordered dependent care becoming the first deduction priority.

Increases the amount credited to prisoners' spendable accounts to $.50 per hour plus ten percent of adjusted remaining balance after mandatory deductions.

Updates the transition program fund to collect monies from the reordered deductions in section 31-254, subsection D, paragraph 4 (transitioning from previous paragraphs 3).
