Appropriates $500,000 from the state general fund in fiscal year 2025-2026 to the Arizona Board of Regents for a dual enrollment instructor scholarship program.

Awards scholarships on a first-come, first-served basis to eligible teachers seeking to become dual enrollment instructors, covering up to actual costs of higher learning commission-approved training programs.

Defines eligible teachers as certificated teachers employed by school districts or charter schools that (1) do not currently offer dual enrollment courses and (2) serve at least 75% of students eligible for free or reduced-price lunches.

Requires the Arizona Board of Regents to submit annual reports by an unspecified date detailing the number of applicants, participating school districts and charter schools, and average scholarship amounts awarded.

Sunsets the program on December 31, 2029, with any unspent funds reverting to the state general fund on July 1, 2028.
