Amends Arizona's tuition waiver scholarship program for individuals who were in foster care at age 14 or older, or adopted from foster care after age 14.

Establishes eligibility requirements including residency in Arizona, U.S. citizenship or lawful presence, personal assets under $10,000, age under 23, enrollment in an accredited program, and completion of the Free Application for Federal Student Aid.

Requires recipients to complete at least 30 hours of volunteer service annually after their first academic year and maintain continuous progress toward a degree or certificate.

Extends scholarship eligibility through age 23 or until completion of an associate, baccalaureate, or certificate degree if the scholarship is terminated before degree completion.

Applies tuition waiver scholarships on equal terms to foster children who are members of or children of members of federally recognized Indian tribes.
