Establishes the Public Employee Bargaining Act creating a Public Employee Labor Relations Board to oversee collective bargaining between public employers and employee labor organizations in Arizona.

Grants public employees the right to form labor organizations, engage in collective bargaining on wages, hours, and working conditions, and be represented by exclusive representatives certified by the board.

Prohibits strikes by public employees and lockouts by public employers, with labor organizations engaged in strikes subject to decertification for up to one year.

Requires good faith bargaining between public employers and exclusive representatives, with mandatory mediation and arbitration procedures to resolve negotiation impasses.

Creates a sunset provision repealing the Public Employee Bargaining Act and the labor relations board on January 1, 2034.
