Prohibits physicians and health professionals from providing, or referring for, gender reassignment surgery to individuals under 18 years of age.

Prohibits prescribing or administering puberty-blocking drugs, synthetic antiandrogen drugs, or cross-sex hormones to minors under 18 for the purpose of changing appearance or body characteristics related to biological sex, with exceptions for disorders of sex development.

Bans use of public funds, state tax monies, federal funds passing through state treasury, and tuition/fees at Arizona universities and community colleges to pay for gender transition treatment or health insurance coverage of such treatment.

Makes violation of prohibitions on surgery or hormone treatment a class 1 misdemeanor and grounds for professional discipline; allows private civil actions with two-year statute of limitations for adults and until age 25 for minors.

Permits the attorney general or county attorney to enforce the law and allows prevailing parties to recover reasonable attorney fees.
